However, although it takes care of the needs of the Alarm Companies, the Police, and the Burglars, it doesnt take care of the citizens. p>span classsubHeader>The Changes/span>br /> There are many changes, but some of the main ones include revamping the process for licensing businesses that install alarms. In fact, the City specifies the actual classes that must be taken by the technicians! p> Also, the City specifies that the installation and monitoring companies must be licensed by the City of Scottsdale (with reciprocity), thus dramatically reducing your options for monitoring the alarm and improving the profitability for the few businesses that jump through the Citys hoops. p> Citizens with alarms (thats us) are responsible for selecting two individuals to respond to alarms and providing them with access and alarm codes, and are responsible for getting them to the site of the alarm within 30 minutes. Failing to arrive within 30 minutes, regardless of the reason, is a civil offense punishable by a fine of $250. p>span classsubHeader>The Problem/span>br /> The problem is that the burglars are two steps ahead of the police and the alarm companies! The burglars already know how the alarm companies install alarms, and so they work around the alarms. The burglars also know that the police are very quick to call any alarm call a false alarm, and know how to make a burglary look like a false alarm. p> Even when the police do have contact information, the burglars know that the police wont even check with the alarm company to see if additional information is available, and wont even check with the owner to determine whether their findings are consistent with a false alarm. And, of course, most burglaries happen when the owner is out of town! p>span classsubHeader>Three False Alarms/span>br /> As detailed a hrefhomefalse.html>here/a> and a hrefbusinessfalse.html>here/a>, what the police call a false alarm is not necessarily a false alarm. Police policy plays into the hands of the burglars, since the Police will not talk with the owner about an alarm, thus missing an early opportunity to deal with the crime and prevent further problems. p> As detailed here, even in a real false alarm, a simple phone call to the owner would prevent additional unnecessary false alarms. p>span classsubHeader>What We Need/span>br /> We need the Police to change their policy, and talk with the owner and the alarm company when an alarm event occurs, and we need innovation in alarm systems, not the cookie-cutter approach encouraged by the restraint of trade enabled by this ordinance.p>For example, the burglar often spends a considerable time outside the home or business trying to get in.
