2018年、経済産業省が発表した「DXレポート」は、日本企業に対して強い警鐘を鳴らした。そこに記された「2025年の崖」とは、老朽化した既存システム（レガシーシステム）の維持が限界を迎え、DX（デジタルトランスフォーメーション）に本格的に取り組まなければ、最大で年間12兆円の経済損失が生じる可能性がある──という衝撃的な予測だった。 そして今、2025年を迎えた日本企業の現状はどうか。多くの企業がクラウドやAI導入に着手したが、「部分最適」にとどまり、「全体最適」には至っていない。 IPA（情報処理推進機構）の国際比較調査では、米独企業の約8割がDXの成果を実感しているのに対し、日本企業では約3割。さらに約3割の企業は「成果がまったく出ていない」と回答。戦略不在・KPI未設定・人材不足が主因であることが浮き彫りになっている。 海外では、2000年代後半からオープンソースやクラウド技術の導入が進み、既存資源を再配置することで新たな価値を生み出すビジネスモデルが次々と登場した。Airbnb（エアービーアンドビー）やウーバー、ネットフリックス、テスラなどがその象徴だ。一方、日本では制度的な硬直性や教育の遅れもあり、こうした流れに乗り遅れた。 DXは単なる技術導入ではなく、社会の再設計を伴う本質的な変革として捉え直す必要がある。生成AIの登場によって、変革のスピードはさらに加速している。企業がこの流れに乗れるかどうか──それが、次の10年の日本の競争力を左右する分岐点となる。DXとは何か。今後日本企業はどうすればいいのか。 メインフレームの更新すら難しい日本の企業 ―― 経済産業省が2018年に発表した「2025年の崖」レポートが警鐘を鳴らしてから、いよいよその年を迎えました。どのように評価されていますか。 関口　「2025年の崖」という言葉は日本では広く知られていますが、海外ではほとんど言及されていません。なぜならそれは日本特有の現象だからです。そもそも“崖”と呼ばれる理由は、メインフレームの更新が困難になっている技術的な問題にあります。加えて、そうしたレガシーシステムを扱える人材も減少しています。日本はメインフレームからオープン化への移行が海外に比べて遅れました。海外ではインターネットやオープンソースの導入が早く進み、すでに次のフェーズに移行しています。一方、日本は古いシステムを引きずってきた結果、今やそのメンテナンスすら困難になっているのが現状です。 ―― 日本では「DX＝IT化」と誤解されがちですが、DXの本質とは何でしょうか。 関口　「DX（デジタルトランスフォーメーション）」と「IT化」は、しばしば同じ意味で語られますが、実際には異なる概念です。どちらもデジタル技術を活用して事業モデルを変革する点では共通していますが、適用される領域や変革の深さが違います。IT革命は、主にサイバースペース空間での変革でした。電子商取引やオンラインバンキング、ソーシャルメディアなど、インターネット上の仮想空間にビジネスモデルを構築する流れです。一方、DXはリアルな世界そのものをデジタル技術で変革することに焦点を当てています。AIやIoT、センサー技術を活用し、産業構造や社会システムを再設計する取り組みです。最近では、DXという言葉がAIに置き換えられる傾向も見られますが、いずれも事業変革を促すという目的は共通しています。DXは単なる技術導入ではなく、組織文化や制度設計の変革を伴う本質的な取り組みであり、今後の産業政策や経営戦略の中核を担うものです。 ―― DXの本格的な始まりはいつ頃だとお考えですか。 関口　私の理解では、DXの起点は2008年です。リーマンショックによって既存のビジネスモデルが機能しなくなり、新しいモデルが模索されました。その象徴がAirbnbとウーバーです。空き部屋や自家用車といった既存資源を再配置し、デジタル技術によって新しい価値を創出しました。また、2008年にはiPhone 3Gが登場し、スマートフォン時代が本格化。テスラの電気自動車やネットフリックスによるDVDレンタルサービスからストリーミング配信サービスの転換もこの時期に起きています。まさにDXの原点がここにあると考えています。 DXを阻む「制度」「文化」「経営」の壁 ―― 日本はなぜ、その流れに乗り遅れたのでしょうか。 関口　日本では2009年以降、政権交代や東日本大震災などが続き、デジタル戦略どころではない状況が続きました。ようやく2016年に第5期科学技術基本計画が閣議決定され、テクノロジーで社会課題を解決し、人間中心の豊かな未来を創る“超スマート社会”を創造する「Society 5.0」が打ち出されました。しかしこれは世界の潮流から約7年遅れています。ドイツは2013年に製造業をスマート化し、技術で産業革新を起こす「インダストリー4.0（Industrie 4.0－第4次産業革命）」を、アメリカではGEなどが産業機器をインターネットでつなぎ、データ分析によって価値を創出する「インダストリアル・インターネット（Industrial Internet）」を推進していました。日本はようやくAIやロボットに取り組み始めましたが、ネットワークにつながっていないアナログ的な技術が多く、世界水準には達していませんでした。教育面でも遅れがありました。滋賀大学は第5期科学技術基本計画を機に2017年に初の「データサイエンス学部」を設置しましたが、東京の有名大学は消極的でした。少子化対策として地方大学が学生集めのために新しい学部を設立した面もありますが、新しい情報技術を取り入れようとした動きは前向きに評価していいと思います。 ―― 日本企業のDXが進まない最大の障壁は何でしょうか。 関口　技術、組織、文化、そして経営者のマインドセット、すべてに問題があります。まず技術面では、アナログ時代につくりあげた仕組みを変えようとせず完璧主義を貫いてきたことがイノベーションの足かせになっています。ネット時代は、製品やサービスを市場に投入し、ユーザーの声を取り入れながら改善する手法が主流です。アップルやテスラはその象徴です。組織面では、年功序列やサイロ型構造、横並び主義が改革を阻んでいます。文化面では、「石の上にも三年」「楽をするのはよくない」といった価値観が今でも根強く、効率化が“怠け”と捉えられてしまう。経営者もアナログ時代の経験に縛られ、デジタル技術で若手の働き方を抜本的に変える努力をしようとしない傾向があります。制度面では、実態を伴わない行政による介入が多数あり、こうした行政指導がイノベーションの足かせになっています。監督官庁の監視業務が官僚の“仕事づくり”になってしまい、社会的影響よりも組織維持が優先される構造も問題です。 ―― 組織面では、年功序列やサイロ型構造、横並び主義が改革を阻んでいるといいますが、デジタル化を進めていく中ではどのような弊害が生まれているのでしょうか。 関口　日本では「体に着物を合わせる」ように、既存の仕組みや組織にデジタルを合わせようとする傾向があります。欧米は「服に体を合わせる」──つまり、標準化されたデジタルの仕組みに組織を適応させようという発想に立っています。たとえばSAPのERP（統合基幹業務システム）導入でも、日本企業は自社のやり方に合わせてパッケージソフトをカスタマイズしようとするため、生産性が上がりません。自前主義が効率化の妨げになっているのです。これはDXの本質が「組織の再設計」であることを理解していないからだと思います。 生成AIとDXの掛け算が生む「新たな格差」 ―― ChatGPTなど生成AIの登場は、DXの突破口になるでしょうか。それとも新たな格差を生むリスクもあるのでしょうか。 関口　生成AIの登場は、DXの加速装置であり、既存のビジネスモデルの存続を揺るがす存在です。両者は単なる延長線上の関係ではなく、掛け算のように作用し、事業変革のスピードを劇的に早めるでしょう。当然、こうした流れに企業や個人が乗り遅れれば、取り残されることになります。新たな格差が生まれるのは避けられません。重要なのは、そうした格差にどう向き合うかです。日本の政治構造では、変革を阻む側に予算が使われがちですが、AI時代には雇用の流動化に資源を投じるべきです。既存の働き方を見直すリスキリングこそが、新しいデジタル格差から人々を救う唯一の手段だと考えています。 ―― NTTが提唱する次世代光通信基盤「IOWN（Innovative Optical and Wireless Network）」構想は、DXのゲームチェンジャーになり得るでしょうか。 関口　「IOWN」構想は、久々の日本発の技術であり、米国のGAFAが主導するデジタル市場に変革をもたらす可能性を持っています。コンピューター処理を光信号で行うことで、伝送容量は125倍、遅延は200分の1、消費電力は100分の1になると期待されています。生成AIの登場以降、世界的に電力需要が急増しており、IOWNはその負荷を緩和する技術として注目されています。ただし、2030年の実装予定は2032年にずれ込む可能性もあり、GPU（Graphics Processing Unit＝画像処理半導体）最大手の米NVIDIAや通信用半導体大手の米ブロードコムが類似の光電融合技術を発表していることから、日本はスピード感を持ってユースケースの実用化を急ぐ必要があります。 ―― 最後に、日本企業がDXを本質的に進めるために、今後何が最も重要になるとお考えですか。 関口　最も重要なのは、「変われるかどうか」という覚悟だと思います。技術はすでに存在しています。クラウドもAIも、IoTも、世界中で使われています。問題は、それをどう使うか、そして使うことで何を変えるかです。日本企業は、これまでの成功体験に縛られすぎている面があります。完璧主義、縦割り組織、年功序列、そして“失敗を許さない文化”。これらを乗り越えない限り、DXは単なる情報化にとどまり、本質的な変革にはつながりません。また、若い世代の力をもっと信じるべきです。彼らはデジタルネイティブであり、柔軟な発想とスピード感を持っています。経営層がその力を引き出し、任せる覚悟を持てるかどうかが、DXの成否を分けるでしょう。そして、教育と人材育成です。リスキリングは一過性の施策ではなく、継続的な社会投資です。企業だけでなく、政府、大学、地域社会が連携して、デジタル人材の育成に本気で取り組む必要があります。DXとは、技術の話ではなく、社会の再設計です。日本がこの変革に本気で向き合えるかどうか──それが、次の10年を決める分岐点になると思います。
